The Department of Health and Human Services (DHHS) is seeking a compassionate and committed leader to join our team as Facility Administrator at the Youth Rehabilitation and Treatment Center in Omaha. This position provides essential oversight to the facility and the support of male youth. This vital role directly supports our mission of Helping People Live Better Lives.
About the Role
This discretionary position will serve a critical role in overseeing the operations at the Youth Rehabilitation and Treatment Center in Omaha. The Facility Administrator will plan, direct, and coordinate operational programs, policies, objectives, and initiatives for YRTC Omaha under the direction of the Office of Juvenile Services Administrator. This role will also supervise an Administrative Technician, Administrative Nurse, Program Manager, Food Service Director, Youth Security Supervisor Manager, Training Specialist and Nurse Practitioner.

•Direct the daily operations, security, and rehabilitation programs of the facility
•Develop plans, organize, and administer facility policies and procedures to ensure a safe, secure, and clean environment
•Assist in preparing the facility budget and direct and monitor expenditure of department funds.
•Determine the staff material and equipment needs for the facility
•Assist in survey preparation and create Corrective Plans of Action
•Complete reports for Administration, Program Managers, NE DHHS, and the Governing body as requested.
•Chair, direct, and participate in a variety of facility committees
•Represent and promote the facility within state government, community groups, federal agencies, surveyors, and public agencies.
•Confer with facility directors and other agency managers to ensure facility program effectiveness and efficiency of operations
Work Schedule & Flexibility
The training schedule is generally Monday through Friday, 8:00 AM to 5:00 PM. The work schedule for this full-time position is Monday – Friday, 8:00 AM to 5:00 PM with some flexibility available. This position also requires on-call participation, which includes weeknights, weekends, and holidays.

Requirements/Qualifications
Minimum Qualifications:
•Bachelors degree in Business, Public or Healthcare Administration, or other appropriate discipline and 5 years of related administrative/managerial experience.
•Knowledge of the facility population, principles and practices of institutional programming including education/vocational training and rehabilitation programs; and security requirements and techniques required.
Preferred Qualifications:
•Experience working with Youth
•Master's degree in Business, Public or Healthcare Administration, or other related field
Other:
•Must have a valid driver's license or the ability to provide independent authorized transportation for work-related travel.
Work Environment & Expectations
•The Youth Rehabilitation and Treatment Center in Omaha will be opening in mid - late 2026. This program was established to provide services to male youth and offers evidence-based cognitive behavioral, skill-building and substance abuse programming, including:• Moral Reconation Therapy (MRT)
•Aggression Replacement Training (ART)
•Adolescent Community Reinforcement Approach (A-CRA)
•Lion Heart's Power Source Program
•Dialectical Behavior Therapy (DBT)
•Additional groups include youth feedback and team building.
•Individual therapy is also offered to youth with behavioral, mental health, and substance abuse needs. Therapists use an integrated care model to address co-occurring issues.
•Youth who have the need will receive management for psychotropic medications through a contracted Adolescent Psychiatrist or a Psychiatric APRN.
•Case Managers and therapists work together to develop case plans with outcomes determined by each youth's risks and needs. Other assessments are used to determine treatment needs.
•Youth can earn incentives and privileges based on positive behavior. Incentives can include group outings, special treats, or other fun on-campus or off-campus activities.
•Youth may also participate in community service projects, based on positive behaviors, and earned privileges.
